Her biological mom was assaulted and ended up giving birth to Loona at a young age (let’s say around 15-18), and her father vanished (probably left cuz he didn’t wanna get caught), and her mom had to put Loona up for adoption because she didn’t have the money or time to care for her, and she loved Loona so much she wanted her to have a safe home to grow up in. Except that didn’t work out as planned, and the person she was given to was probably still neglectful (which is why Loona is so stubborn and independent, because she literally can’t trust anyone else to care for her), and maybe when she was older, she was again put up for adoption because her other caretaker left, or passed away, something like that. So she ends up in an orphanage, but at this point she’s already maybe 13+, so most couples don’t want to adopt her because they want a younger child to raise. Kids leave the orphanage and have to care for themselves once they become 18, and let’s say Loona’s 18th birthday is getting closer. This is around the time Blitz is looking to adopt. He learns about Loona, and maybe he sees some part of his own, lonely life in her, and he adopts her at 17, before she gets removed from the orphanage. Loona doesn’t like referring to Blitz as her ‘father’ not because she’s a moody teen (going-on-adult), but because every parental figure in her life abandoned her at some point, and she doesn’t want to get attached to Blitz because she feels like he’ll leave her behind too.

This is actually not bad. If this is true, Loona needs to learn to start trusting people again. After all, I.M.P's work doesn't seem to make any of those imps happy in the long term. Only two of the victims were guilty of anything vile. The rest were either killed for calling the group out, collateral damage, or for sport. If the cast learns that this work is damaging them, they could find ways to make it better. After all, there's only so much you can take before you stop caring for antagonist heroes.
