Blitzo and I. M. P. have never met her, Evil Elsa works with her towards robbing the rich (Stolas) and enslaving the lower hierarchy, and Octavia let’s everything happen to Stolas by her mother and doesn’t speak up or raises a finger. Stolas is the only one who has done something and dumped her sorry feathered butt.
