I think because she sees the good in people, and understands that sometimes people make mistakes. Think of her dad, Lucifer. Lucifer made a big mistake, leading to the creation of Hell and introduction of evil on Earth. But he is still her dad, and she knows that he regrets what he did, and has good in him. Maybe she hopes that this is the case for some sinners as well.
