Loona[]
Vortex greets Loona
Vortex and Loona encountered each other during the events of "Spring Broken". The pair appeared to have decent chemistry and quickly became friends. Vortex found Loona's actions to be cute and funny. Vortex informed Loona that he already had a girlfriend, which dashed Loona's hopes of forming a closer relationship.
A possible interpretation of Vortex's actions is that he knew Loona was trying to hit on him and he only brought up his girlfriend because he didn't want to lead her on.
Despite this, the pair appear to have maintained their friendship. In "Ozzie's" Loona states in a letter that she is attending a party with Vortex. She also backed down from arguing with Beelzebub to avoid endangering her friendship with Vortex.
Blitzo[]
Vortex has stated he does not care about Blitzo, or his conflict with Verosika, insofar as his job in guarding her is concerned. He has threatened Blitzo on one occasion, but only in the task of guarding Verosika.
However, when Blitzo argues with Loona for avoiding work and trying to flirt with Vortex, the latter told Blitzo to "chill out", prompting a negative response from Blitzo.

Vortex is Verosika's bodyguard. He doesn't seem to care much about her personal problems with Blitzo, as he said that he's not paid enough to care. They seem to be on friendly terms as Verosika calls him Tex, which Vortex mentions only his friends call him.
In "Apology Tour", Vortex can be seen singing backup alongside Verosika at the latter's Anti-Blitzo party.

Beelzebub is introduced to Loona by Vortex
Beelzebub, the Sin of Gluttony, is Vortex's girlfriend. The two are shown to share a genuinely loving and supportive relationship and care about each other a lot, with Vortex cuddling up to Beelzebub while introducing her, and Beelzebub genuinely apologising to him after her threatening Loona made him uncomfortable.
